Practical experience, expert and public activities:

For more than 20 years, he held managerial positions in state bodies.

As the first deputy head of the State Service of Ukraine for technical information protection, he made significant efforts to form and establish the system of information security and cyber security in Ukraine.

As the Deputy Head of the National Informatization Agency under the President of Ukraine, the first Deputy Head of the State Communications and Informatization Committee of Ukraine, he was responsible for the formation and implementation of the National Informatization Program of Ukraine, and was its first Head.

In these positions, as well as as the director of the State Department for Communications and Informatization of Ukraine, he was responsible for such important issues for the information sphere as the development of the information society, the formation and improvement of the telecommunications and postal markets, ensuring the effective use of radio frequency resources of Ukraine, the introduction of technologies electronic government, digital television, etc., for cooperation with international organizations in these areas.

He is a co-author of more than 20 draft laws, as well as the Model Information Code adopted by the Inter-Parliamentary Assembly of the Commonwealth of Independent States. Participant and organizer of more than 60 international and national summits, forums, scientific and practical conferences, seminars, “round tables” (UN, Geneva, 1998, 2003, Belgium, Norway, France, Portugal, UAE, Egypt, Brazil, China, Spain, Czech Republic, Germany, Japan, USA, CIS countries, etc.).
